Frank Ray Cooley, Jr. was born in Spartanburg, SC in 1951 to Frank and Marjorie Cooley. His sister Ann followed four years later completing their very close family. The family moved to the Atlanta area in 1957.
Frank graduated from Avondale High School, in Avondale Estates, GA in 1969. He attended Dekalb Community College in 1971 earning his AS degree in 1972. He then attended Georgia State University, graduating with a BBA in Marketing in 1975.
After getting his degree, he worked at the Registrar's Office at Georgia State University. In 1979, Frank became Vice President of Cooley's Drywall Inc., until 1986 and then went on to work at Macy's distribution warehouse. In 1991, Frank went to work at the Department of Human Resources for the State of Georgia until 1998. He finished his diverse career at the Department of Behavioral Health and Developmental Disabilities in June of 2018.
In his free time, Frank enjoyed playing the guitar, riding his road bike and hanging out with his dogs - Sebastian, Zachary, Ben and Gabe, all golden retrievers. Molly, a mixed breed, joined his family in 2011 after his mother saw her on Good Morning Atlanta.
